The Honorable Paula M. Rosales rejoined the Law Office of Domingo Garcia in February 2023 as the Litigation Attorney Manager for the Dallas Office, in which she applies business and technical practices to the delivery of legal services to the firm’s clients. Her role at the firm brings her full circle as she previously had joined the firm first as a law clerk.
From January 1, 2019 to December 31, 2022, Rosales was the presiding judge of the Dallas County Court at Law No. 4. During her tenure, Rosales worked diligently to run an efficient, impartial, and fair court. She presided over all matters of legal disputes involving personal injury, property rights, employment, contractual rights, and professional malpractice. As a County Court at Law judge, she handled appeals arising from the Dallas County Justices of the Peace. Paula began her judicial career as a City of Dallas Municipal Court Judge and Community Court Judge and served five years in that capacity. She identified gaps in the judicial system and developed and implemented innovative court programs to ensure that Justice was accessible to all and not only those who could afford attorneys.
As an attorney, Rosales worked on medical malpractice and personal injury cases, including prosecuting matters on behalf of injured families. She also served as a Dallas County Assistant District Attorney advocating for victims and representing the State of Texas in various trial and appellate courts. Rosales proudly represented our nation as a Human Rights Advisor for an office of the United States Department of State – Western Hemispheres Program during President Barack Obama’s presidency. In that capacity, Rosales provided technical assistance and training to prosecutors, state officials, civil society and law enforcement investigating and prosecuting crimes perpetrated against human rights advocates.
Paula became a United States citizen in 2008. She was born in Guatemala and was raised by two lawyers and human rights advocates, who instilled in her a passion for justice and fairness. Through various organizations, Rosales has actively promoted community empowerment, quality of education, civil rights including voting rights, access to justice, and human rights. Rosales is regularly appointed as a visiting judge for the Dallas County Justice of the Peace courts.
